Underground Event at 4 A.M.

Something fell in down there at 4:13 a.m. [9:13 UTC] .  LA-12 chart (goes batty also at 3 a.m.)– all the helicorders showed it.

This 2.6 quake in mid-Kansas was at a different time.  USGS report. It was 3 miles deep and might not be a frack-quake since it isn’t near the OK border.

Maybe the charts are jumping from people stomping around in a rush to move back into the de-listed evacuation zone!

Executive Summary
The Napoleonville Storage Facility (Facility) utilizes more than the threshold quantity of a “regulated flammable substance (10,000 pounds)” in the processing of natural gas, where butanes are received by pipeline and stored in underground caverns until being transported off-site via pipeline for further market distribution. Therefore, this Facility is subject to the Risk Management Plan (RMP) requirements codified in Title 40 of the Code of Federal Regulations Part 68 (40 CFR 68) administered by the U.S. Environmental Protection Agency (USEPA).

The Facility is also subject to Occupational Safety and Health Administration’s (OSHA’s) Process Safety Management (PSM) standard (29 CFR 1910.119) and public receptors are located within the worst-case release scenario. Therefore, the Facility is subject to Prevention Program 3 requirements as stated in 40 CFR 68.10. OSHA’s PSM standard closely parallels requirements outlined in USEPA’s RMP Rule. All elements required by USEPA’s 40 CFR 68 – Program 3 Prevention Program are also required by OSHA’s PSM.

This EDGAR 2014 info that says the butane cavern is “inactive” – but we recount in 2014 there were changes to the cavern #1 and #2 contents that were pretty big in 2014.

Dear DNR, Why Don’t You FIX Broken Monitors During a Cavern Collapse?

Most helicorders have been tampered with to show micro-settings to deceive the public.  Total fail as they they only dramatize the self-generated quakes in Lake FUBAR.  LEANsmilie And, DNR, Why don’t you show updates for the contents of the 2 big butane caverns next to the collapsing and quaking sinkhole? Crosstex has no info since Feb. 4. They have capacity for over 3 million BARRELS of butane there. What amount of that are they using? It was just over a quarter million barrels in cavern #1 and under 73 thousand barrels in #2 cavern back  then. Is it more or less now that s— hit the fan???   • When is the helicorder at LA10-01 going to be fixed?
  • What is going on at the collapsed salt cavern at Bayou Corne? The helicorders are all screaming this weekend.
  • Why do you allow Nanometrics in Canada to adjust the helicorders at the collapsed salt cavern at Bayou Corne to an unreadable setting?
  • When are you giving the public an update about the cap rock at the cavern?
  • What are the cavern floor measurements now?
  • When are you going to do an aerial video for the public to see the status of the collapsed salt cavern at Bayou Corne?
  • What has happened at the Crosstex venue with their construction recently announced?
  • Is it wise to allow the storage of huge amounts of butane next to this unstable collapsed salt cavern at Bayou Corne?
  • What amount of butane is at the Crosstex facility now? There hasn’t been a press release from them since the middle of this month.
  • Why was the headquarters trailer moved and why was the access road to restricted?
  • How is DNR and DEQ protecting the aquifer from Bayou Corne caverns’ pollution?

Crosstex has advised us that they will take their facility down in order to make the tie ins for their new above ground piping and pump. This activity will consist of flaring the meter and old piping. Crosstex personnel and contract crews will be on site throughout this operation.

Assumption Parish Police Jury

The Office of Conservation and Assumption Parish Incident Command are reporting that seismic monitoring early Tuesday detected a brief period of increased seismic activity that appears to have been located in or near the eastern wall of the original Oxy Geismar 3 cavern. Though the number of micro-seismic events was elevated for several minutes, the number and strength were lower than have been witnessed in previous major events, and quickly diminished. Conservation and Assumption Parish Incident Command will continue to monitor the situation and advise the public of any developing concerns.
