More than 2 years later, sinkhole evacuation eased

BAYOU CORNE — After more than two years, the mandatory evacuation order for people living near an Assumption Parish sinkhole has eased for some in the area.
The parish policy jury said Thursday that an area east of Grand Bayou along Highway 70 has been re-designated to a voluntary evacuation zone, rather than a mandatory one…

Hmmmm . . .  in one of these ‘declarations’ from DNR they mentionPontchartrain Natural Gas Systems‘. They are a subsidiary of  Enterprise Products Partners L.P. . . .SEC document + more. It’s a “a Texas general partnership” but not a limited liability company. Hmmmm. . . .

At the end of the long list in this document,  NATURAL GAS ROYALTIES Qui Tam Litigation,  it says ” . . . . Pontchartrain Natural Gas System, assignee of Louisiana Industrial Gas Supply Systems, Defendants-Appellees.”  We checked out “Qui Tam”. It is a litigation term about the false claims act.

[snip]  . . .          Background –  Beginning in June of 1997, Relator filed a series of seventy-three lawsuits under the qui tam provisions of the False Claims Act against a large number of natural gas pipeline companies and their various parents, subsidiaries, and affiliates, accusing them of underpaying royalties to the government in violation of 31 U.S.C. § 3729(a)(7).   Each complaint accused the Defendants named therein of utilizing several identified mismeasurement techniques to knowingly underreport or cause others to underreport the heating content and volume of gas, with a resultant underpayment of federal royalties.   Most of the alleged mismeasurement techniques were common to all seventy-three cases.

No wonder they have law troubles! They messed with the Indians –  “. . . cases Relator had brought against numerous natural gas pipelines and other companies involved in measuring natural gas produced from federal or Indian lands.” !

As suspected, the berms are sinking. Below is the RESPEC report of events up to the 22nd.
“Water-level data indicate that an event occurred at March 17 around 3 a.m. Water levels at all three transducers dropped; IPI-2 and Rig Access Road water levels dropped immediately, while Pad-3 water levels required about 6 hours to fall the same amount. This may indicate that Pad-3 water levels are affected by the generally low water levels in the swamp, and therefore, take longer to stabilize. Later, on March 17 between about 9:15 a.m. and 7:00 p.m., water levels were affected by sloughing events on the west side of the sinkhole.”
